I want to break the current page when ever new chapter will come while generating the pdf using XSL-FO if there is a gap in current page else not required. That means if current page is occupied with data then should not break the page, if there is a gap in current page then it should break that page and display the new chapter in next page.

Here "gap" means, if current page is not occupied with data, there is still some space for filling the data. – user1230730 Feb 27 '12 at 9:44
