I have facebook app that read all photos in Profile Pictures album. I just need to sure that everyone has that album. (well, I found no way to delete my Profile Pictures album... Need to be sure.)

I know its been closed, but to answer it anyway: New users who have not yet uploaded a profile photo do not have a profile pictures album. The album is created when the first image is assigned as a profile picture. The album is not deleted when the last profile picture is deleted. – reach4thelasers Jun 29 '12 at 15:52

Provided that the user has a Profile Picture, then yes.
