What are the best software packages for maintaining a classifieds site, either freeware or not too expensive, and with accessible source code (it doesn't have to be "open-source" strictly speaking (I don't intend to modify and redistribute it), but it has to be customizable / maintainable)?

It also should be multilingual.

Probably the best thing to do is learn about a CMS that you can customize to do what you are looking for, I would recommend Drupal but there are others. With a few modules and a lot of trimming down the available content types you will be able to get what you're looking for.

Drupal also includes multilingual support, but it is a lot of work and separate installations is probably a better solution.
