AT&T WP7 phones are locked to third-party applications. Does this mean that during development I won't be able to deploy my applications from Visual Studio to the device?

The SDK includes a tool called "Windows Phone Developer Registration". Once you've registered with the marketplace you can use this tool to unlock a device and deploy to it directly from Visual Studio. |

Old Response: When you create an account for Windows 7 development after paying $99 annually to Microsoft, it gives your own custom website for uploading the apps and other development resources. In that it gives you option to unlock your phone for testing it while building your applications. So once you done with application you can upload it to website. You are allowed to unlock 3 phones at a time for application development. |
