I am planning to buy a Visual Studio 2012 Professional DVD and I would like to know if I can create and run Windows 8 and Windows phone 8 projects on it ?

Yes/no questions reasonably answered by a search sometimes pass, sometimes not. You don't need pro. You can use the express versions which are free. You will, however, have to have a dev machine running windows 8 in order to develop windows 8 apps and win 8 phone apps. – Will Feb 21 at 14:49

To run Visual Studio 2012 (any version) you will need Windows 8. Then you can create Windows 8 applications. You must install Windows Phone 8 sdk to develop Windows Phone 8 applications.
