I'm developing a page where people login with FB Oauth and post on their wall a msg. And based on the likes and comments this wall post gets I want to chose a winner. Is it against FB Terms to do this?

I think it is against FB Terms. PLease note the following two points in the 'Promotions' section of the terms:

iv. You must not use Facebook features or functionality as a promotion’s registration or entry mechanism. For example, the act of liking a Page or checking in to a Place cannot automatically register or enter a promotion participant.

v. You must not use Facebook features or functionality, such as the Like button, as a voting mechanism for a promotion.

It is against FB terms to use native Facebook mechanics as a form of entry. Furthermore all promotions must run through an application. I recommend becoming familiar with Facebook's page guidelines, specifically all of section 'E'.
