I realise that in the facebook documentation:

It says that app requests are only for canvas apps.

However, they do work for websites, with the only difference being that it will not show in the 'top' notifications area but will show in the users app requests bookmark on the 'left'.

I am happy for this to be the case at the loss of not being a facebook 'app' but my question is - is it allowed?

I am finding it pretty hard to decipher what exactly you are NOT allowed to do as a 'website' that you CAN do as an app. Not in the technical sense - trial and error is king. But surely we need to know where we stand before we even begin to talk about the nitty gritty.

The documentation says "Requests are only available for Desktop Canvas apps and not websites." It does not say "Requests are only allowed for Desktop Canvas apps and not websites." – Lego Jul 15 '12 at 20:59
I am tending towards this also, as there is a lot of 'working as intended' regarding websites and app requests. – Zac Jul 16 '12 at 10:30
